Do you need SCUML registration?

Three quick questions to indicate whether your business is likely required to register with the Special Control Unit Against Money Laundering (SCUML). Takes under a minute.

This is general guidance only, not legal advice, and does not cover every category or circumstance. Always confirm your status with SCUML directly at scuml.efcc.gov.ng or with a qualified professional.

Question 1 of 3
Is your business a bank or financial institution already regulated by the CBN, SEC, or NAICOM?
For example a deposit bank, microfinance bank, insurer, pension fund administrator, or licensed capital-market operator.
Question 2 of 3
Does your business operate in any of the following areas?

Tick mentally: if any one applies, answer Yes:

  • Real estate dealing, development, estate agency, or mortgage brokering
  • Estate surveying and valuation
  • Legal practice (law firm, solicitor, notary)
  • Accounting, auditing, or tax consulting
  • Management, strategy, or other professional consulting
  • Construction (including civil, building, and infrastructure works)
  • Dealing in vehicles, including car sales and auto dealerships
  • Dealing in jewellery, precious stones, metals, or luxury goods
  • Hotels, hospitality, casinos, gaming, lottery, or betting
  • Clearing and forwarding, import/export, or freight
  • Mechanised or large-scale commercial farming
  • Trust and company service provision
  • NGO, charity, religious organisation, or non-profit handling or distributing funds
  • Supermarkets or retail of high-value goods
Question 3 of 3
Does your business regularly handle, receive, or facilitate cash or high-value transactions on behalf of clients or third parties?
For example holding client funds, receiving large cash deposits, or facilitating asset or property transfers for others.
Different regime
You are likely supervised elsewhere, not by SCUML

Banks and institutions regulated by the CBN, SEC, or NAICOM fall under those regulators' AML supervision rather than SCUML, which covers Designated Non-Financial Businesses and Professions (DNFBPs) and Non-Profit Organisations (NPOs). Your AML obligations still apply, through your primary regulator.

Confirm your specific AML reporting obligations with your primary regulator or a qualified professional. This check is designed for non-financial businesses.

Your business is probably required to register with SCUML

Businesses operating in the sectors you indicated are typically classified as Designated Non-Financial Businesses and Professions (DNFBPs) or Non-Profit Organisations (NPOs) under Nigeria's AML framework, and are required to register with SCUML and file ongoing compliance reports.

What this means in practice:
  • Register on the SCUML portal at scuml.efcc.gov.ng. Registration is free
  • File Cash Transaction Reports (CTR) within 7 days of qualifying transactions
  • File Currency and Border Transfer Reports (CBTR) as required
  • File a monthly NIL report when there are no qualifying transactions
  • File Suspicious Transaction Reports (STR) to the NFIU immediately when applicable
  • From 1 January 2026, all reporting is portal-only

SCUML has warned that anyone advertising paid SCUML registration is not an authorised agent. Never pay a third party for the certificate itself.

Registration is the easy part. Maintaining the ongoing reporting obligations cleanly, on time, every month. That is exactly what SME360 manages.

May be required, verify
Your business may require SCUML registration

Based on your responses, your business does not appear to operate in a commonly designated sector. However, because you indicated that you regularly handle or facilitate cash or high-value transactions, your business may still fall within SCUML's scope.

We recommend confirming your status before concluding that registration is not required. Getting this wrong carries real consequences. Non-registration where it is required exposes your business to regulatory action. Confirm directly with SCUML at scuml.efcc.gov.ng or with a qualified professional.

Likely not required
Your business is unlikely to require SCUML registration at this time

Based on your responses, your business does not currently appear to fall within the categories of Designated Non-Financial Businesses and Professions (DNFBPs) or Non-Profit Organisations (NPOs) that are required to register with SCUML.

That is good news, but it does not mean your compliance obligations end here. Every business has a unique set of statutory, tax, corporate governance, financial reporting, employment, and regulatory obligations. As your business grows or your activities change, your compliance requirements may also change. If you enter a designated sector or begin handling client funds or high-value transactions, run this check again.

SCUML is one layer of compliance. A Business Infrastructure Diagnostic gives you a clear picture of every obligation that applies to your business right now, and flags what to watch as you grow.
